Understanding the NDIS Practice Standards
What are the NDIS Practice Standards?
The NDIS Practice Standards are a set of guidelines that outline the quality standards registered NDIS providers must meet to deliver supports and services to NDIS participants. These standards are organised into modules (core, supplementary, and verification) to ensure quality service delivery and inform participants of what to expect.
Each module includes participant-focused outcomes and quality indicators used for auditing compliance.
Understanding the Modules
What is the core module?
The core module applies to all registered NDIS providers delivering higher-risk supports and services, or a combination of high and low-risk supports.
- It focuses on fundamental quality areas, including:
- Rights and responsibilities of participants.
- Provider governance and operational management.
- Provision of supports.
- Provision of support environments
What is the supplementary modules?
The NDIS Practice Standards include “supplementary modules” that are designed to address the specific requirements of providers delivering certain higher-risk or specialised supports. These modules add to the foundational requirements found within the Core Module. They include:
- high-intensity daily personal activities
- specialist behaviour support
- implementing behaviour support plans
- early childhood supports
- specialised support co-ordination
- specialist disability accommodation.
What is the verification module?
The verification module NDIS Practice Standards are for providers of lower risk or lower complexity supports and services. This includes:
- human resource management
- risk management
- complaints management and resolution
- incident management.
Do I need to Register as an NDIS Provider?
NDIS provider registration is mandatory for:
- Specialist disability accommodation (SDA).
- Specialist behaviour support services.
- Supports to NDIA-managed participants.
- Plan management services.
- Using regulated restrictive practices.
- Residential aged care providers delivering NDIS supports.
What is the difference between a
Registered and Unregistered NDIS Provider?
What is a registered provider?
A registered NDIS provider is an organisation that has successfully completed a rigorous process, including:
- Application and audit against NDIS Practice Standards.
- Suitability assessment of the provider and key personnel.
- Issuance of a registration certificate, typically valid for three years.
- Their details are then published on the NDIS Provider Register.
What is an unregistered provider?
If your business does not provide a mandatory registration service, you can choose not to register.
This does not mean, however, that you do not need to meet any compliance requirements. All providers must meet the NDIS code of conduct.
Unregistered providers still need clear policies and procedures, plus they need to meet their legal obligations and have suitable service agreements.
Unregistered providers can only serve self-managed or plan-managed NDIS participants.

The Audit Process
Which audit Certification or Verification?
If you are providing lower-risk supports, then you will need to be audited against the verification and core modules and request a verification audit.
If you are providing higher risk or complex supports, then you will need to be audited against the core and supplementary modules and request a certification audit.

How do NDIS Providers use the
NDIS Documentation Templates?
It is important to remember that the templates provide the framework to meet the NDIS practice standards, but they must be customised by the provider to include your specific services, participant needs and organisational structure.
Once the documents are customised, the provider must implement the policies and procedures in their organisation, ensuring staff are trained and participants informed.
The documents should then be periodically reviewed and updated to meet any changing needs of the business and current NDIS requirements.
